Best wishes to Frank Ivancie, who celebrates his 82nd birthday today in sunny California. Three times elected a Portland city commissioner, and once as mayor, Mr. Ivancie is remembered today more for his mangled syntax and conservative outlook (George Bush fils would be proud on both counts) than for his efforts as Portland's commissioner of public works, which included adding a powerhouse at Bull Run and making an early proposal to allocate BPA power to consumer customers of the private utilities, at a reduced rate. He ran an administration relatively free of scandal and in his off hours sometimes attended concerts at the Euphoria, to the occasional surprise of the thirtysomethings who would recognize him there. Happy birthday, sir!
